Offender Transferred Pursuant to the Interstate Compact

Most state collection statutes require persons transferring under the interstate compact to provide a sample for DNA analysis. Therefore, the authority to collect the specimen exists; but the actual collection process may be challenging and cumbersome. This is particularly true if the offender is no longer under supervision in the registering state.
