Below is the agenda for the Trace Evidence Symposium which took place August 13-16, 2007 at the Sheraton Sand Key in Clearwater Beach, Florida. The Symposium was hosted by the National Institute of Justice and the Federal Bureau of Investigation (FBI) Laboratory Division, in association with the National Forensic Science Technology Center.

This workshop will serve as an introduction to forensic microscopy including the uses of polarizing and stereomicroscopes. Lectures, demonstrations and experiments will introduce attendees to the use of microscopes to manipulate small particles, study microscopic morphology and use orthoscopic and convergent polarized light to characterize, compare and identify microscopic evidence.

The FTIR workshop will concentrate on a few selected topics of interest to experienced trace analysts. The mechanism of the ATR analysis process will be reviewed in detail so that trace analysts may gain a better understanding of the conspicuous differences between it and the spectra obtained using transmittance methods. This workshop will also discuss infrared spectral data interpretation, particularly in regard to comparison of exhibits, and the analysis of unknown materials.

Interpretation and reporting issues have been a predominant issue in the field of trace evidence. Accordingly, the Scientific Working Group for Materials (SWGMAT) has established Expert Report-Writing Guideline, which will be discussed to detail to address reports containing expert opinions concerning analyses, comparisons, associations, and other interpretations drawn from the data generated. Issues relating to presenting trace evidence in the courtroom and how a report relates to testimony, especially when an expert's testimony failed to specify the limitations of the underlying techniques, will also be covered.

Dana’s Sicilian mother made sure she was prepared for an unfortunate event that might await her. She always wore clean underwear in case she was hit by a bus, carried red ribbons in her pockets to ward off evil spirits, had fresh onions on hand to shove in her socks in the event of a fever, and knew that placing a hat on a bed or forgetting to kiss moldy bread before throwing it away were recipes for disaster. But, the day a dead man’s hand wound up in Dana’s mouth was the day she realized that in forensics, anything can happen – red ribbons or not! Sit back and laugh as Dana Kollmann talks about the unique way that she wound up in the field of forensics and the rather bizarre situations she encountered as she melded her interests in archaeology, physical anthropology, and crime scene investigations.

Presentation of Case Study: The Role of Microscopic Trace Evidence in the
Solution of the Green River Murders

General Session
Forensic microscopy led directly to Gary Ridgway’s confession of responsibility for Seattle’s Green River Murders, the biggest serial murder case in U.S. history, which extended over almost twenty years. Although he believes that he killed approximately 70 young women, Ridgway confessed in court to 48 murders. After a brief background review, this presentation will describe the search for and analysis of the microscopic trace evidence that connected Ridgway to his victims and his victims to each other. The role of the trace evidence microscopist as scientist (analyst) and not merely technician (comparator) will be stressed.

DNA has revolutionized forensic science and as a result, has increased the level of scientific scrutiny of and challenges to other types of evidence. This scrutiny has impacted trace evidence examinations where associations are often equivocal, comparisons are unique to a particular case, and probabilities and statistics are largely not applicable. What can the trace evidence community learn from the DNA experience? How do we address the interpretation of our results, providing realistic weight to the evidence while not overstating or understating its significance? What questions do we expect to be answered by trace evidence? What role does the more general scientific community play in the scientific validation of trace evidence?
